The one included in RH 7.x appears to behave as described below. I say
appears because the man page I read does not appear to be 100% up-to-date.
chkconfig does two things (that I'm aware of):
1) manage symlinks in /etc/rc.d
2) help manage what services are allowed by xinetd
The man page describes "1".
I will try to describe "2".
When you do "chkconfig telnet on" it will open /etc/xinet.d/telnet and
change the line that says "disable = *" to "disable = no". I put an "*"
b/c it writes the newline whether or not the service is already enabled.
