If everyone comes prepared, and stays focused, I'd guess 20-minutes
should be enough time for about 20-30 people.

Seems reasonable. I have a perl script (found somewhere online, I
don't recall where) that will generate reasonably formatted HTML
output for this type of keysigning event from a given gpg keyring.
If you don't already have something to do this, I'd be happy to pass
it along.
