Another thing...do you have a ntp user and group?
Poking around at some /etc files I noticed in /etc/sysconfig/ntpd:
# Drop root to id 'ntp:ntp' by default. Requires kernel >= 2.2.18
OPTIONS="-U ntp"
Redhat 7.2 is trying to prevent security problems and runs ntpd as
user:group ntp:ntp. If you don't have and ntp user and group it will
refuse to work.
I had forgotten that this had burned me in setting up RH 7.2.
-kb, the Kent who likes 7.2 but who isn't happy with the 500+ MB of
update rpms.
