Power Supplies

I have an old multi-meter. The procedure tonight is to check the health of 
the power supplies. If the supply is good (which it appears to be), then it 
is either the mobo or CPU. Most likely I'l just upgrade the mobo and the 
CPU to a P4 or AMD equivalent. The computer is about 5 years old. (Actually 
depending on price, a new computer is probably cheaper).
