Emacspeak is still under active development.  I maintain the Debian
package.  There is an emacspeak mailing list and a more general blinux
list.  You can subscribe this way:

  echo subscribe |mail emacspeak-request at cs.vassar.edu
  echo whatever|mail -s subscribe blinux-list-request at goldfish.cube.net

There are quite a few links at the blinux site someone else mentioned.
