'locate' is your friend in these situations.  You know it's probably called
'kdeglobals', so:

shrub:~> locate kdeglobal
/usr/share/config/kdeglobals
/home/jj/.kde/share/config/kdeglobals

I'd guess /usr/share/config/kdeglobals is the default.
