Is NBC trying to screw with Tivo?

I realize that NBC has running their programming at off times (like 
Friends from 8-8:33pm) which is fine if you want to keep people from 
switching channels.  But then I notice that Scrubs starts at 8:32??  Well, 
Tivo's not having any of that.  So it makes me wonder if they did that on 
purpose.

On a related note, can Tivo be made to end a program early, or start it 
late?  REcording options for me only show the opposite (end late or start 
early) which is not what I want.
