This may be not what you want to hear, but I think you should consider a
change in OS. Maybe not Linux, but I'm pretty sure Windows98 only allows a
certain number of simulatanious connections, so as a web server, it's
lacking.
While everyone here would love for you to switch to Linux, even NT or 2k
would better suit your project.
While I can't think of anything specific, running Perl and a webserver on
Win98 makes my security bells go off.
