I think what you mean is that a business needs certain licenses to offer
courses. Many of the colleges in the Boston area hire professionals like
me to teach evening courses. The courses I teach are valid for IT
certificates, and I am neither licenced nor certified to teach. Though I
might be certifiable for volunteering to help run this group for 10
years :-).
