A reliable data recovery firm has no business reporting this to authorities, 
but I don't think that there are any laws that prevent it. The same goes if 
you have a roll of film and you have it developed at a drug store. 

The bottom line is that some data on your hard drive is personal and 
private, so you want to take measures to make sure it remains that way.
