I've used BugZilla in the past for project management. Although it could
certainly be better tuned for the purpose, it actually does a decent job
at managing projects using XP style methodologies, like SCRUM.
I haven't had a need for one of these tools in a while, so I haven't
evaluated the tools below beyond checking out their web sites, but they
may be of interest. In addition to PHProjekt and dotproject, that have
already been mentioned:

XPlanner looks quite promising. I also had bookmarked a couple of tools

Unfortunately it's hard to find web based tools that aren't PHP these
days. :-)
