Could comcast be blocking port 6667 outbound?

I tried that with my laptop, and it did let me connect, but that may not 
prove anything since it has a different MAC address from the router, so 
Comcast gave it a different IP address.  It is possible that the router is 
doing the blocking, but I can't understand why it would suddenly decide to 
start blocking the port even after I power-cycled it.
