If you telnet to port 22, you should get a response indicating that the 
ssh server is lsitening:

     telnet localhost 22
     Trying 127.0.0.1...
     Connected to localhost.
     Escape character is '^]'.
     SSH-2.0-OpenSSH_4.2

The last line is the important one. When you get to the

     Escape character is '^]'.

you've connected to port 22 of the remote machine. If sshd is listening 
on that port, it accepts the connection by returning the string

     SSH-2.0-OpenSSH_4.2

If you only get to the "Escape character" line and not all the way to 
the "SSH" line, then your ssh server is unavailable.
