Stardict for gnome does something like that. Start it up (it stays docked),
and then highlight a word in most any application (even emacs!). A
definition should pop up (assuming you have a dictionary installed).
If you want a "wealth of info" though, you'll have to find the right
dictionaries to install (or build some yourself)..
