Burning a .mpg file to a DVD will not automatically create a video dvd.
You need to create the standard directory structure for DVD video,
which means the top-level directories AUDIO_TS and VIDEO_TS
must exist, and the mpg file has to be in the VIDEO_TS directory
and named correctly. Plus, you need to create a DVD menu.
