There are several reasons:
1. Boy Scout regulations call for an adult "gatekeeper" to approve all
changes, and that means my contributors and collaborators would need a
separate ftp address and password for the test site, which would cost us
more.
2. I find it more convenient to have a local server where I can
implement new code quickly, and test it with a local refresh instead of
having to ftp the changes over.
3. I'm concerned that having a test site on a subdirectory of the
production site would lead to errors in file-specific calls due to
directory differences.

Laura suggested that earlier, thank you. I got an "Installing previously
deselected package" response, and the conditions have changed: see my
