USB to USB communication?

I've always thought it would be useful to have an application/driver, for linux, that presented a directory or partition as a standard usb drive to what ever was pluged into the other end of the cable.  Effectively turning a linux system into a usb hard drive.  

Never really had a chance to look into such a setup but think it would be quite useful.

Short version: you can't.
Slightly longer version: you cannot have more than one root hub node on a bus chain.
Tangential answer: there was at one point in time a device for PS2 consoles so that you could connect a PS2 (root hub) to a PC (root hub) for save game transfers.  I don't know if it's still findable, and beyond that it would require some specific drivers to make work because the whole concept is alien to USB.
