HGST has 1.5 TB 2.5" drives, but only at 5400 RPM.

People doing a lot of random access prefer more but smaller disks.

Supermicro still has lots of servers with 3.5" disk slots. HP has some but 
they seem to require a special order with the suffix "LFF" (Large form 
factor). I don't see them on the website, but if you call and ask they 
are available. I don't know about 16 drives, though.
