Preventing new kernel installs is easy.
Create a file /etc/apt/preferences.d/kernel:
Package: linux-image*
Pin: release *
Pin-Priority: -1
Debian has several package notification tools in the official
repositories: apticron and painintheapt show up quickly. There may be
others.
