I think /home/moylan needs to be mode 755 so that the apache user can
read the directory to even find /home/moylan/log. Then /home/moylan/log
needs to be readable and writable by the apache user.

This is probably not a good idea. System services shouldn't be writing
to users' home directories. What is the reason for not writing in
/var/log/apache or equivalent?
