sudo passwords

sudo is not appropriate for that.  Use the 'user' option in
/etc/fstab.  Ordinary users can now mount those devices.

$ mount -V
mount: mount-2.5m
:::::
/etc/fstab
:::::
/dev/hdc        /cdrom      iso9660     ro,user,noauto,unhide
/dev/fd0        /floppy     msdos       user,noauto
