I recently did a project enabling our server product to speak DNP (an 
industrial protocol) using UDP/IP as a transport, through CDPD modems to 
capacitor controlers on power poles. I think the cost for cellular data 
accounts is really high right now - something like $.08/Kb (that's why the 
costumer chose UDP over TCP). Performance was crummy too, w/ lots of 
dropped packets and round trip times routinely in the seconds. There are 
proprietary systems (CellNet) that use their own radio links, but it's 
priced strictly for industy.
