In Mass, last I heard it was not lawful to replace the only POTS
line in a residense with ain ISDN digital service due to ned for E911
sevice w/o power. I would expect but do not know that this also
applies to naked DSL as the only line *in a residense*. 

The trend of folks disconnecting their POTS and
just using their cellphone is scary from an emergency point of
view. And no, GPS phone doesnt help much.
