It's the same on 9.04.

I'm not particularly fond of the design, but I get where they're coming 
from with this desktop-orientation. The setup makes it possible for 
multiple non-privileged users to share the same computer (one at a 
time), while keeping their authenticated network logins secure from each 
other.

I'm not aware of any. At least not as of 9.04.

There is a checkbox for "available to all users" if you edit the 
properties of a network connection. That may have the side effect of 
establishing the network on boot, instead of GUI login, but I doubt it.

There should be a convenient option in the Network Manager GUI to revert 
to the tradition "at boot" network option.

For GUI things like NB, you really need to look on the wiki:

This doesn't seem to address your question, but one of the FAQs does not 
that NM will not attempt to manage connections that have been specified 
external to NM in the config files.

Both are from the 2007-era, but should still be applicable. The first 
has a comments, which are recent, and may correct any outdated bits.
