Your statement about AT&T is false.  You can purchase iPhones at AT&T and Apple retail (brick and mortar) locations without contracts, and AT&T GoPhone SIMs work just fine in these units.

I do not know what Verizon's offerings are at this time.

Neither the policy nor the enforcement is new.  Apple has been enforcing this policy since mid-2009.  What has changed is that Apple is now being stricter about that enforcement.
