Correct. This policy change is driven by tenants of east campus
buildings with paid parking permits not having enough parking due to
non-permit vehicles.

Campus police were actively ticketing non-permit vehicles the weekend of
May 27, a week or two before the policy was updated on the web site (I
have two friends appealing their tickets because the new policy was not
published when they were ticketed). So yeah, don't count on them being
lax, and do count on being ticketed and towed if you park in the east
campus lots without a valid permit.
