Hello to all: I'd first like to thank everyone who offered help and insights. Although the pointers were good, I ended up finding the resolution via some existing knowledge and some trial and error. I opted to try opening the time and daytime ports (everything in /etc/inetd.conf is commented out for security reasons). After finally just uncommenting daytime/udp and starting inetd, time sync works and an nmap scan won't show it exists, which is good from the security side :-) Again, thanks to all.
