No... you can give them whatever SCSI ID's you want, but generally the hard drive (or drives) gets the highest priority on the SCSI bus, other than the controller itself, and then other devices like the CD and tape get lower priorities. The controller gets ID 7, and usually you would give the hard disk ID 6.
