Do you have telnet on?  

Make it come on at every boot with (as root):

  # chkconfig telnet on

And you can make it come on right now without rebooting with:

  # /etc/init.d/telnetd start

If telnet is already turned on, can you telnet to yourself?  ("telnet
127.0.0.1")
