"Bulletin Board" software

MT is nice, but it's primarily a blogging manager, not a discussion
group system. The license is semi-OS: there are no redistribution
rights.

For proper discussion groups, I highly recommend actually setting up a 
news server and adding interfaces to it. The most flexible, of course,
are "real" news reader software packages, but there are various
HTML-based interfaces available.
