And I suppose since it's a one-shot, there are statistically some odds of getting through. Much like tolls that are paid only in one direction of travel, I don't think "usage" has anything to do with it. Politics and other shenanigans seem to drive it. And I should mention, while AZ residents soundly rejected the notion of toll roads, sales tax in Phoenix is now up above 8%.
