GSM uses a SIM card. CDMA uses an ESN (Electronic Serial Number) which is unique to each phone, thus negating the need for a SIM. So unforturnately, Bill cannot do that. A phone, blessed by his CDMA carrier, needs to be had. Speaking of which - If Bill were to get a CDMA phone from a provider he doesn't use (i.e. Sprint or Alltel phone), and he walks into a Verizon Wireless store (say Bill's account is with Verizon), Verizon can turn their backs on him and require him to provide a Verizon-branded phone for activation on their network. Some CDMA carrers are branding-specific. For the GSM world, you can get the cheapest phone available, put the working SIM card into that cheap phone, at continue right where you left off.
