A few years ago we used to have basic metered service with Verizon before one 
could get dsl on a dry pair with Speakeasy. That was about $12 or so. Add all 
the taxes, surcharges and 'recovery' fees and the monthly bill came to a 
little over $20 iirc, and that was without any outgoing calls.
