Just a point for clarification - 
As long as the battery is charging, and fully charged, then the voltage
should be 13.5 or 14.  But if you disconnect the charger, and the battery is
fully charged, it should be at least 11.8, up to 12.5

As long as the battery is not fully charged, then it's normal to have a V
which is less than 12.  Even while connected to the charger.
