Sendmail: Make doesn't make sendmail.cf from sendmail.mc

I haven't done this in years, but I seem to recall that "make" by itself
didn't do anything in /etc/mail, at least on CentOS. I always did

    cd /etc/mail ; sudo make sendmail.cf
