I would say yes - I recently registered two Palm Treo phones with them
- and I only have about $8 remaining on my balance.

Some phones still try to reach out (BREW, etc), so if you can disable
the phone-on capability, and just have the device in wifi mode, the
PagePlus balance should NOT decrease.

Many people have complained about this on various boards.  I turned
off the phone capability of the Treo, and the balance no longer was
debited unless I overtly told the phone to use the cell network.
