[Discuss] attempted upgrade

The skipped indicates that they were downloaded in a previous attempt.
Try to do a 'dnf clean all' before doing 'sudo dnf upgrade --refresh'
Then follow the procedures. I have done the upgrade from 38 to 39 several
times successfully.
