ReaR is very configurable. To exclude /data/excluded you add this line
to your /etc/rear/local.conf:
EXCLUDE_BACKUP=( ${EXCLUDE_BACKUP[@]} /data/excluded )

Yes, as does mine, but it doesn't scale so well at 4TB+ with millions
of small files like my Steam library.
