I've recently installed a Fedora 41 system, and had difficulty getting nvi installed. When I dug through my notes from earlier this year, when I had the same issue after installing Fedora 40, I found that the nvi rpm I've been using, from Fedora 15, needed the libdb4 rpm from Fedora 39. After having no luck finding an repos for Fedora 39, I dug through my backups, and I found the rpms I had used earlier this year, and completed my new system build. I figure that, since the repos for Fedora 39 and earlier seem to have been expunged from the Internet, it would be helpful to make these available for any other Fedora users who prefer nvi. I packaged the two rpms in a tarball and uploaded it to google drive, and created a bitly link to the file.
