[HH] Buying a good outdoor security camera

I have a friend that just bought a house and wants two outdoor cameras  with
? IR night vision capability to remotely watch his yard during the day.  
He has some Siberian Husky dogs that are known to be attractive to thieves.

Doesn't want to pay an arm and a leg either.  I don't know how far IR lights
on a camera can project.
 
I was looking at Newegg at cameras between $60 and $150 but I there are few
reviews.  
I told him wireless cameras might be good, but since he would have to run a
power supply wire to each camera anyway, maybe running coax for the video
would not be much more effort.
 
Then again copper  video coax might be somewhat expensive and he would have
to then run the wire to a video capture card on a dedicated computer. 
 
As far as choosing the camera, I would think one primary factor would be
ruggedness against outdoor elements to avoid premature camera failure, and
secondly optical quality.
 
Any ideas or security companies that might be receptive to a phone call for
advice would be welcome.
