[BLU/Officers] Parking forinstallfest

I now believe that all pasking meters may be paid for with the Cambridge
parking app (https://www.cambridgema.gov/traffic/Parking/paybyphone)
I think that all meters in the people's republik are now pay by app. I have
not fully verified Kendall, but I know that both Harvard Sq. and North
Cambridge are. I will modify my note in the mailings. JABR, can you modify
the parking notes on E-51 to reflect that:
Meter parking is free after 8PM, and earlier than that you can use the
passport parking app, available on Android and iPhone.

I'll send email to Jonathan McDowell at Smithsonian to see if he might be
interested.
