Is there a difference between usb and usb 2.0?

correct. usb 1.1 is 12 MBit/sec max, while usb 2.0 promisses 480
MBit/sec. However, you will lose performance if you mix 1.1 and 2.0
devices, and these numbers are 'maximum possible', not 'real'.

BTW: looks like there is a CD-RW/DVD for your Toshiba for sale
on ebay for about $150
