I don't understand what those all are but they look mostly reasonable. 
Looks like part of it is Debian maintainers have a different perspective 
from that of OpenSSH maintainers; Debian wants to be considerate of 
previous behaviors so as to not break previous uses. OpenSSH is probably 
being more pure, and probably appropriately so.

I do like that one of the patches is to put "|X11Forwarding yes|" in 
sshd_config. (Looks like there is at least one powerful fan of X11 
forwarding on the Debian project!)
