FIPS and win95...

That is correct. Only these can recognize an ext2 partition:

      Linux  Hurd  FreeBSD  Masix  OS/2  Lites

Reinstalled...?  The whole point of FIPS is that you can leave
Windows right where it is. There is no need to disturb it.

Maybe you should mark the Windows partition active using Linux fdisk.

Simple DNS: edit a file, maybe /etc/resolv.conf.
Fast DNS: set up a caching DNS server on your machine.

Unless you have much more RAM than you need, you should have
a swap partition. You may substitute a swap file with lower
performance if you need to.

Oh, be sure /etc/fstab uses vfat for your Windows partition.
Then you can use the long filenames.
