Formating and BZ2

I would like to know the following 2 items

1. I would like to format 2 existing partitions with new inode sizes.
These
partitions are mounted at boot time. I can backup the files on it and
unmount
them. I DO NOT want to go into the setup program to format these
partitions.
What is the command to format a partition with new inode size? Is there
a limit
on the partition size? These partitions are close to 2GB. If I choose to
go for a very
small inode size (for example, 512KB) then would the inode table be
sufficient to
handle the 2GB partition?

Another question. This went by me real fast.

2. What are the BZ2 files? They look like a new archive file types. How
do I
uncompress these file types?

Thanks you in advance.
