Mail pager (fwd)

in using berkely Mail on ultrix and irix in years gone by, i was always
able to export PAGER=less to use for paging through Mail.  in linux,
that seems not to work, though the man pages suggest that it should.
the action seems to be cat, not more or less, regardless of the settings.
i tried setting PAGER in .mailrc but that didn't help.  have i missed
something i should have known?
