Gentoo questions

I just installed gentoo on my laptop and I have a couple of quick
questions.
1. What do you guys prefer as a mittor. I am currently using ibiblio.

2. My laptop generally operates in a number of environments:
1. wired with static IP
2. wired dhcp
3. wireless encrypted
4. wireless open (MIT & public)

On SuSE I used SCPM because it not only set up the networked
environment, but also things like proxy servers, printers...
What is the preferred way on gentoo where I can easily switch networks.=20
