[Discuss] Want web site with feedback option?

I'd like a recommendation for a web site that permits me, for starters, to
ask a question, and allows people to respond.   As the q/a grows (the
topics will be closely connected), it would be great to have additional
support to sort and/or search to help narrow what a visitor is looking for.

There should also be a star or numerical rating system as part of the
answers for each question (similar to many popular seller pages, such as
amazon), and permit sorting by that, too.

I'd presume a popular, trusted site that exists with these capabilities
that doesn't require someone to log in to access anything.
