I would amend that last statement to say "MAY include"--I certainly
have had my share of involvement with procedures read from scripts,
where the people following them used their brains to make intelligent
decisions with vastly varying degrees of success.  Some are quite
excellent.  The trouble is those people are usually recognized as such
and promoted to positions where using their brains provides more
value.  This is right and good... at least for them.  It does not bode
so well for you.
