[Officers] announce and discuss



What I really meant that it I set it up with emergency moderation. There
is another moderation flag in privacy that I have since set.
Also, the other issues were the message header.
I'll also need to set up full personalization on those lists to weed out
the AOL schmucks (primarily WIND).
